Your guide to Zone Zero fencing compliance in San Diego
Zone Zero is a state-mandated wildfire safety requirement that prohibits any combustible materials from being within the first five feet of space from any property in High Fire Severity Zones.
Newly built properties must comply with Zone Zero requirements. Existing properties in High Fire Severity Zones must begin taking steps to meet Zone Zero guidelines by February 2027. Any new fence construction must comply as of February 1, 2026.
Zone Zero applies to homes within Local Responsibility Areas (LRA) or High Fire Hazard Severity Zones (HFHSZ), which is about two-thirds of San Diego — this includes areas like Scripps Ranch, Rancho Bernardo, and Carmel Valley, along with parts of more densely populated neighborhoods like Bankers Hill and Hillcrest.
